Abstract

Abstract The complete systematic land registration program (PTSL) is one of the programs to accelerate registration, measurement and mapping of land parcels so that maps of their fields are known and certificates can be given as proof of land ownership rights by the community. This program implementation has been regulated in The Ministry of Agrarian Affairs and Spatial Planning/National Land Agency No.6 of 2018 concerning Complete Systematic Land Registration. The problem in this study is that there are still many lands that have not yet been registered in the city of Padang and do not have land certificates. And the purpose of this study is to find out the implementation of the PTSL Program in the City of Padang and to find out the factors that influence the implementation of the PTSL Program in the City of Padang. This research is a qualitative research with descriptive method, the research was conducted at the National Land Agency (BPN) of Padang City.Determination of research informants by purposive sampling, which is related to the PTSL Program, namely Head of Legal and Land Relations (BPN) Padang City , and the village officials as PTSL executive members and community registrants in the PTSL program in Padang City. This study discusses on going evaluation a program because the program is still being implemented in the City of Padang. So that it refers to the evaluation theory which consists of 6 (six)aspects the effectiveness, efficiency, adequacy, equity, responsiveness and accuracy. The results of the study show how to implement the PTSL program in the city of Padang, this can be seen from several aspects that have not been maximized because there are several problems in the field, such as lack of human resources as executors and the status of customary land which is an obstacle in registering land because many get less approval from their people. Abstract

Abstract This study aims to describe how the IP4T program is implemented to improve services at the Agam District Land Office. This research uses descriptive qualitative methods. Research informants were determined purposively, namely Kasi Penahan Pertanahan, IP4T committee members, nagari officers, and the community. The data sources in this study consist of two, namely primary and secondary data. The data collection technique of this study consisted of observation, interviews and documentation. The results of the study show how the implementation of the IP4T program to improve services at the Agam Regency Land Office is still not effective, because planning and implementation is still needed in the program. Abstract

The purpose of this study was to determine the effect of income and tenure on the performance of the nagari apparatus in nagari financial management in Tanah Datar District. The background of this study is that there are indications that nagari financial management is still poor in Tanah Datar District. This study uses quantitative research methods. The population of this study is that all nagari apparatus in Tanah Datar District numbered 600 people consisting of walinagari, nagari secretary, nagari treasurer and five nagari affairs heads. The sample in this study consisted of 248 respondents who were determined using the Slovin formula and through the Multi Stage Random Sampling technique. Data collected through questionnaires. The data of this study were analyzed by Anova Test. The results in this study show that there is no significant difference in the performance of nagari financial management based on income and years of service in Tanah Datar District.

Abstract

Abstract The purpose of this study was to analyze complaint management for participant / customer satisfaction at PT. Taspen (Persero) Padang Office. This research is quantitative with associative methods. The background of this research is that there werw still complaints management that had not been optimal. This research was conducted at PT. Taspen (Persero) Padang Office with a total population of 131,233 participants, consisting of active civil servants and retired civil servants. The sample in this study consisted of 100 respondents determined by Slovin formula. The data of this study were collected through questionnaires with Likert scale measurements. The data of this study were analyzed by the Simple Regression test. The results of this study proved that there is a complaint management variable on the satisfaction of participants/customers at PT. Taspen (Persero) Padang Office. Keywords: Complaint Management, Participant/ Customer Satisfaction

Abstract

Penelitian ini bertujuan untuk mengetahui kualitas pelayanan kesehatan di Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dhasrmasraya.Penelitian ini adalah penelitian deskriptif. Teknik pengumpulan data dilakukan dengan teknik observasi,wawancara, dan dokumentasi. Adapun informan penelitian dalam penelitian ini adalah masyarakat yang pernah berobat di Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dharmasraya. Dari hasil penelitian menunjukkan bahwa pelaksanaan kualitas pelayanan kesehatan di Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dhasrmasraya dilihat dari aspek bukti fisik (tangible), kehandalan (reliability), daya tanggap(responsiveness), jaminan (assurance), empati (empathy) yaitu: (1) Indikator Bukti fisik (Tangibles) dalam kategori persentase baik sehingga kualitas pelayanan kesehatan Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dharmasraya dilihat dari indikator Bukti Fisik (Tangibles) dinilai sudah berkualitas. (2) Indikator Kehandalan (Reliability) juga berada pada kategori persentase baik sehingga kualitas pelayanan kesehatan Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dharmasraya dilihat dari indikator Keandalan (Reliability) dinilai sudah berkualitas. (3) Indikator Daya Tanggap (Responsiveness) dalam kategori persentase baik sehingga kualitas pelayanan kesehatan Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dharmasraya dilihat dari indikator Daya Tanggap (Responsiveness) dinilai sudah berkualitas. karena tenaga medis sudah menerima dan melayani denga baik serta melakukan tindakan sesuai prosedur. (4) Indikator Jaminan (Ansurance) berada pada kategori persentase baik sehingga kualitas pelayanan kesehatan Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dharmasraya dilihat dari indikator Jaminan (Ansurance) dinilai sudah berkualitas. (5) Indikator Empati (Emphaty) dalam kategori persentase baik sehingga kualitas pelayanan kesehatan Puskesmas Sitiung, Kecamatan Sitiung, Kabupaten Dharmasraya dilihat dari dimensi Empati (Emphaty) sudah berkualitas.

Abstract

Abstrak This study aims to analyze the increasing social role of the community in the development of HWB attractions. This research uses a qualitative approach with descriptive methods. The informants of this study were determined by purposive sampling technique, including the general subdivision and staffing of the department of tourism and culture Kabupaten Solok Selatan, Wali Nagari , Youth Chairperson, Community Leaders in Nagari Pauh Duo Nan Batigo Pauh Duo District Kabupaten Solok Selatan, officers, visitors, and the community around HWB attractions. techniques collection techniques carried out by observation, interview and study documentation. To test the validity of the data using source triangulation techniques. The results of this study indicate that forms of social role in developing HWB attractions provide information to the government, increase people's willingness to accept decisions, and democratize decision making. During this time, the role of the government in involving the social role of the community in the development of HWB attractions is still limited. This shows that there is no government goodwill involving the social role of the community in the development of HWB attractions. Furthermore, the supporting factors for increasing the social role of the community in developing HWB attractions are the community involved in planning HWB attractions, the willingness of the community to support the implementation of regulations made in the framework of developing HWB attractions, the involvement of the community in supporting the potential of existing tourist attractions area. While the inhibiting factor is the lack of local community initiative in managing tourist facilities, there is no permanent work for the surrounding community in HWB tourism objects. This study concludes that increasing the social role of the community in developing HWB attractions needs to be done in actively involving the social role of the community. In addition, the role of the government in involving the social role of the community is still limited, because there is no seriousness from the government in involving the social role of the community as a whole in the development of HWB tourism objects. Abstract

This study aims to determine the contribution of emotional intelligence on the performance of employees in the District Device Organization of Tanah Datar Regency. The background of this study was the finding of problems in the emotional intelligence of employees that were not good in the District Device Organization of Tanah Datar Regency. This type of research is a quantitative research whose population is all civil servants in the area of the regional apparatus of Tanah Datar regency totaling 1.596 people. The sample in this study consisted of 320 respondents who were determined using the Slovin formula with an error rate of 5% and sampling was done through Multi Stage Random Sampling technique. Data collection in this study uses a questionnaire with Likert scale measurement.Data of this study were analyzed with linear regression test. The results showed that there was a contribution between emotional intelligence to employee performance by 22,9%. So it can be concluded that emotional intelligence contribute significantly to employee performance.

Abstract

According to Police Chief Regulation No. 13 of 2015 performance allowance is allowance given as a tribute to the achievements that have been achieved by employees in the National Police in carrying out their duties in order to realize bureaucratic reform. therefore the performance allowance is expected to increase the work productivity of the Indonesian National Police, especially for the Traffic Police. This study aims to determine the effectiveness of the provision of performance allowances in the performance of traffic police duties (POLANTAS) and the factors that influence the implementation of the tasks of the Traffic Police (POLANTAS) in the North Padang Sector Police. This research is a qualitative research with a descriptive approach. in this study the data sources used are primary data and secondary data. data collection by observation, interview, then documentation. Data validity test uses source triangulation techniques. the results of the study indicate that the provision of performance allowances has been effective but has not yet been maximized in the implementation of its duties.

Abstract

ABSTRACT This study aims to determine the BOPTN fund management in supporting the work program of student organizations at Padang State University in managing BOPTN Padang State University fund. Good financial management planning does not yet have an ideal fund management system in accordance with POAC Planning Organizing Actuiting and Controling theory according to the results of research treated in a case study of BOPTN fund management in supporting the work programs of student organizations at Padang State University. The results showed that: the weakness of the BOPTN fund control system to student organizations, the many processes that must be passed by student organizations and there was no evaluation carried out by the university to student organizations after the distribution of funds. This caused the management and BOPTN not to be said by the State University student affairs department. Padang to support the work program of student organizations. that BOPTN fund management in supporting student work programs at Padang State University can be said to be going well with a few important notes that need to be more process of controlling funds and evaluating as well as understanding the management of BOPTN funds given from student to student organizations that need to be improved and become improvements forward.

Abstract

Musyawarah perencanaan pembangunan (Musrenbang) nagari adalah forum komunikasi bagi para pelaku kepentingan dan juga masyarakat untuk membahas rencana pembangunan yang berbasis masyarakat. Dalam Musrenbang nagari, pihak-pihak yang harus terlibat adalah seluruh stakeholder yang mewakili dari segala bidang kehidupan masyarakat. Namun, dalam pelaksanaannya di Nagari Sungai Nanam, tidak seluruh stakeholder dan juga masyarakat yang seharusnya terlibat, mengikuti kegiatan Musrenbang nagari tersebut. Hal ini disebabkan karena minimnya informasi yang sampai kepada masyarakat, juga latar belakang pekerjaan masyarakat di Nagari Sungai Nanam. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif deskriptif. Teknik dalam pengumpulan data adalah melalui wawancara dan studi dokumentasi. Teknik dalam menganalisis data menggunakan trianggulasi. Dari hasil penelitian diketahui bahwa partisipasi masyarakat dalam Musrenbang di Nagari Sungai Nanam masih termasuk kategori sedang. Kurangnya partisipasi masyarakat dalam Musrenbang di Nagari Sungai Nanam disebabkan oleh bebrapa faktor yang menghambat, yaitu minimnya pengetahuan masyarakat tentang Musrenbang, minimnya informasi mengenai jadwal pelaksanan kegiatan Musrenbang, faktor pekerjaan masyarakat, juga jenis kelamin. Kata kunci: partisipasi, masyarakat, Musrenbang, pembangunan.
